It looks like the directory for HTML filtering caches is not writable by the webserver. Please change the permissions of /web/dev/providence/app/lib/core/Parsers/htmlpurifier/standalone/HTMLPurifier/DefinitionCache and enable the user which runs the webserver to write this directory.
